Kathleen distinguishes herself by having obtained a double Masters in both Finance and Accounting. She has had a sterling career in the Government Public Service for the past 30+ years and has operated at the highest positions within the Service both as Permanent Secretary to the Minister of Finance for almost 10 years, but also functioned in roles such as Accountant General of the Government of Anguilla, Director of Internal Audit and now as Permanent Secretary for Public Administration. She has also served on Statutory Boards such as the Anguilla Electricity Corporation and also on the Board of the Eastern Caribbean Central Bank. I have seen for myself how well respected Kathleen is in her field of Finance by her peers, the confidence that is reposed in her by her colleagues and how brings to the table a broad experience that is on a macro level, contemplates a multiplicity of individual items, their impact on each other and their combined effect. She is recognized as a leader in her field but is very comfortable leading by being in the trenches with her staff and colleagues. She is graced with sharp, critical thinking and has a in-depth knowledge of how government operates, but also a keen appreciation of Anguillian society and some of the concerns, ills and circumstances afflicting small island states. Her help in advising our Council on matters of finance and also on how we convey the needs, vulnerabilities and threats but also opportunities and potential of our island or of Caribbean communities to the outside world will, I think, prove invaluable.
